ABSTRACT
Urban sustainability in industrial cities is commonly assessed through material and energy flows, whereas the spatial and institutional coordination required to manage these pressures remains less systematically examined.
This study evaluates the 2024 Eskişehir, Türkiye case as a single-city diagnostic assessment of ecological burden and urban governance gaps.
Using 70 strategic indicators derived from the EBRD Green City Action Plan methodology, the study operationalises the OECD Pressure – State – Response framework through fuzzy representation, entropy-based weighting and Partial Least Squares Structural Equation Modelling. Although PSR indicators have long been used in environmental assessments, the contribution of this paper lies in transforming them into a synthetic and statistically testable diagnostic model. The results show that the most severe sustainability gaps are concentrated in the Buildings and Water Management sectors rather than in industrial production. Institutional response mechanisms are positively oriented but do not significantly buffer environmental pressure.
The proposed Ecological Debt Coefficient indicates that pressure – response misalignment increases the city’s adjusted ecological burden by approximately 18.6%.
The findings should be interpreted as case-specific evidence for Eskişehir, while the analytical framework may be replicated in comparable industrial urban contexts.

Zrównoważony rozwój miast przemysłowych ocenia się zazwyczaj na podstawie przepływów materiałów i energii, podczas gdy koordynacja przestrzenna i instytucjonalna niezbędna do zarządzania tymi obciążeniami jest nadal mniej systematycznie badana. Niniejsze opracowanie ocenia przypadek miasta Eskişehir w Turcji z 2024 r. jako diagnozę obciążenia ekologicznego i luk w zarządzaniu miejskim w skali pojedynczego miasta.
Wykorzystując 70 wskaźników strategicznych wywodzących się z metodologii Planu Działania na rzecz Zielonego Miasta EBRD, w badaniu tym wdrożono ramy modelu „Presja – Stan – Reakcja” (PSR) OECD poprzez rozmytą reprezentację, metodę wag entropijnych oraz model PLS-SEM. Chociaż wskaźniki PSR są od dawna wykorzystywane w badaniach środowiskowych, wkład niniejszego artykułu polega na przekształceniu ich w syntetyczny i podlegający weryfikacji statystycznej model diagnostyczny. Wyniki pokazują, że najpoważniejsze luki w zakresie zrównoważonego rozwoju koncentrują się w sektorach budownictwa i gospodarki wodnej, a nie w produkcji przemysłowej. Instytucjonalne mechanizmy reagowania działają pozytywnie, ale nie łagodzą w znaczący sposób presji środowiskowej. Proponowany współczynnik długu ekologicznego wskazuje, że rozbieżność między presją a reakcją zwiększa skorygowane obciążenie ekologiczne miasta o ok. 18,6%.
Wyniki należy interpretować jako dowody dotyczące konkretnego przypadku miasta Eskişehir, natomiast ramy analityczne można powielać w porównywalnych kontekstach przemysłowych miast.
